The Singapore we cherish today is the result of long-term planning spanning over the last six decades. This forward-looking approach has nurtured vibrant and sustainable growth while shaping a quality environment where everyone can live, work and play.
Small island, many needs
As both a city and a country, our small island has to cater to many needs. We must ensure there are enough homes, workplaces and a diversity of recreation areas. There must also be land for critical infrastructure, such as utilities, reservoirs and transportation. All these support our communities and ensure Singapore flourishes for generations to come.

Long-term plans, formerly known as Concept Plans, outline our strategic land use and infrastructure needs for the next 50 years and beyond.
The first such document, created in 1971, laid the foundation for planning our key infrastructure, including expressways, MRT lines and the Singapore Changi Airport. Since then, the plans have been reviewed every decade or so.
While each review may consider evolving needs and challenges, the priorities remain the same. They are to:
Cater for a good quality of life for all while achieving economic growth.
Make the best use of our resources to overcome our physical limits.
Plan for future opportunities and unforeseen circumstances in a sustainable, resilient and adaptable manner.
Build a green and loveable city where we are proud to call home.
From plans to reality
The latest Long-Term Plan Review (LTPR) was completed in 2022. It identified the following needs that Singapore must address in the coming decade:

An ageing society and more diverse aspirations.

Distribution of good jobs and business flexibility in a dynamic global economy.

Mitigating and adapting to climate change in our urban environment.

Stronger desire to retain our heritage and biodiversity.
The review covered seven areas — Live, Play, Move, Work, Sustain, Cherish and Steward — that have been translated into a master plan to guide our future growth. The Draft Master Plan 2025 presents strategies for making Singapore a liveable, inclusive and endearing home where generations can fulfil their aspirations.
